Punjab and Haryana High Court Recommends Retirement of Judge Who Convicted Accused in Kathua Case

The Punjab and Haryana High Court has recommended the compulsory retirement of District and Sessions Judge Tejwinder Singh, reportedly for constructing a house without the required permissions. Singh is known for having convicted six of the seven accused in the 2019 Kathua rape and murder case, which involved the brutal killing of an eight-year-old girl in January 2018 and led to national outrage.

Tejwinder Singh, who joined the Punjab Judicial Services in 1991 at the age of 23, was once India’s youngest magistrate and was featured in the 1993 Limca Book of Records for this achievement.

The High Court’s decision follows an administrative note from Justice Anupinder Singh Grewal, who was the inspecting judge of Pathankot Sessions Division at the time. A probe by the court’s vigilance wing reportedly led to the action.

In a separate case, the High Court has also recommended the dismissal of Haryana Additional District and Sessions Judge RK Jain, following a probe into complaints against him.

These actions are part of a broader push for accountability within the judiciary. Over the past two years, the High Court has taken disciplinary action against more than two dozen judicial officers. Since Chief Justice Sheel Nagu took charge 10 months ago, nine officers — three from Punjab and six from Haryana — have faced disciplinary action. This includes dismissals and suspensions for misconduct or impropriety.

The decisions were made during full court meetings, where all judges of the High Court meet to discuss key administrative matters related to the subordinate judiciary.
