Politics Over Dissolution of Panjab University Senate: Mann ਸਰਕਾਰ to Go to Court; CM Says – Centre Does Not Have This Authority, Attempt Made to Enter Through Haryana.
ਪੰਜਾਬ University, the state’s legacy, would be safeguarded at all costs, according to ਪੰਜਾਬ ਮੁੱਖ ਮੰਤਰੀ Bhagwant Mann.
The Central ਸਰਕਾਰ has come under fire from ਪੰਜਾਬ ਮੁੱਖ ਮੰਤਰੀ Bhagwant Mann for dissolving the Senate of Panjab University and trying to sever ਪੰਜਾਬ’s ties to it.
He declared the ruling to be against ਪੰਜਾਬ’s rights and unconstitutional. According to Mann, the BJP has displayed its anti-ਪੰਜਾਬ side by releasing this notification, and the Centre lacks the right to dissolve it.
He declared that the ਪੰਜਾਬ ਸਰਕਾਰ will take this injustice to court in the Supreme Court and High Court.
Mann stated, ‘The Centre is attempting to enter via Haryana.’
Mann, the ਮੁੱਖ ਮੰਤਰੀ, stated, “The Central ਸਰਕਾਰ is trying to seize the heritage of ਪੰਜਾਬ by attempting to grant Haryana’s share in Panjab University.”
He emphasised that the University is an essential part of ਪੰਜਾਬ’s history, having moved from Lahore to Hoshiarpur and then Chandigarh following the country’s division. Currently, 60% of the University’s maintenance grant comes from the state ਸਰਕਾਰ.

Legal Discussion
The ਪੰਜਾਬ Legislative Assembly (Vidhan Sabha) passed the Panjab University Act, 1947, which formed the university, according to ਮੁੱਖ ਮੰਤਰੀ Mann, who emphasised the legal foundation for his opposition.
“A body created by an Act of the state (Assembly) cannot be dissolved or altered by a mere notification from the Central ਸਰਕਾਰ,” he declared, denouncing the Center’s ruling as unlawful and unconstitutional.
The ਪੰਜਾਬ ਸਰਕਾਰ vehemently disagrees with this ruling, according to the ਮੁੱਖ ਮੰਤਰੀ, and will appeal it to the Supreme Court.
An attempt to weaken ਪੰਜਾਬ’s rights
According to CM Mann, the Central ਸਰਕਾਰ has removed Section 14 and modified Sections 13, 19, and 20 of the Panjab University Act, 1947.
The Graduate Constituency is eliminated in this reorganisation, and a wholly nominated body takes the place of the elected Syndicate. Since the university’s governing statute is an Act established by the ਪੰਜਾਬ Legislative Assembly, which the Centre cannot unilaterally modify with a mere notification, the Centre’s action is a blatant and unlawful attack on ਪੰਜਾਬ’s rights. Mann went on to say that the Centre is getting ready to weaken ਪੰਜਾਬ’s rights by adding the Chandigarh MP to the Senate. He declared that the state ਸਰਕਾਰ will do all within its power to save the institution, which is ਪੰਜਾਬ’s cultural legacy.
