No stop on old projects in Chandigarh: New approval must be taken from the Home Ministry; tenders to open from today; development work will gain momentum.
In the midst of the continuous misunderstanding regarding the Chandigarh Administration’s financial authority, a significant relief has now been offered. Administrator Gulab Chand Kataria has made it clear that older projects will not be affected by the September 30 decision. In other words, previously approved work and tenders won’t be stopped, but new projects will need Home Ministry clearance.
After the administration clarifies this, development work that has been halted for the previous week will continue, and tenders will begin to be floated on Monday. The Engineering Wing has previously halted other tenders, such as those for hospital medications and government office repairs.
Following the directive on September 30, confusion dominated the administration.
In actuality, the Home Ministry received the financial authority of certain UT administration officers under the September 30 decree. Following this directive, even for little expenditures, each department had to request permission from the Centre. As a result, the administrative structure was in disarray, and new tenders could not be issued.
The clarification now states that work that has already been approved or whose tenders have been approved shall proceed in accordance with the existing regulations.
Restricted Space for New Initiatives
Departments will now need to submit proposals for approval of new schemes to the Home Ministry. These proposals must be prepared in accordance with the Home Ministry, Government of India, dated August 5, 2016. The existence of a budgetary allocation for the project during the relevant fiscal year is also crucial.
Citing correspondence from the Home Ministry dated May 20, 2025, and September 19, 2025, this order was made in accordance with Rule 12(3).
