Top Punjab cop who shot himself dead named 12 officers in a 9-page suicide note.


An eight-page suicide note containing grave accusations against high officials, including a former DGP, seven or eight IPS officers, and two IAS officers, was discovered on the body of Haryana ADGP Y. Puran Kumar, a 2001-batch IPS officer, in a startling revelation.
According to reports, the message mentions years of harassment, discrimination, and administrative bias and contains a will leaving all of his belongings to his wife.

The note was found in Kumar’s pocket by the police. He was discovered in a T-shirt and trousers.

A forensic team has gathered a number of significant pieces of evidence, and police have taken pictures and videos of the entire site.

Authorities are presently reviewing the note’s content to determine its context and any potential accusations made.

In addition, authorities are looking into a number of administrative complaints and associated matters; as part of the investigation, family members are being questioned.

Although officials have not yet addressed the specifics or veracity of the individuals identified, the news has garnered a lot of interest in law enforcement and bureaucratic circles.

THE HISTORY AND THE ALLEGATIONS

Puran Kumar had a lengthy history of disagreements with senior authorities on allegations of administrative harassment, caste-based discrimination, and improper promotions. He pointed out bias against Scheduled Caste officers, preferential treatment in postings and official privileges, and violations of Home Ministry standards in numerous letters to the Chief Minister and other bureaucrats over the years.

Sources claim that caste discrimination, biased postings, errors in ACRs, denial of official housing, and stress from administrative complaints and litigation are among the issues highlighted in the suicide note. According to reports, the most serious accusations were made against a former DGP.

A TIMELINE OF IMPORTANT EVENTS

August 3, 2020: On a public holiday, then-IGP Puran Kumar and then-SP Abhishek Jorwal went to a temple at Shahzadpur police station.
Kumar claimed harassment and filed a complaint under the SC/ST Act after former DGP Manoj Yadav questioned government sanction for the temple in a letter dated August 17, 2020.

2022—When Kumar, then IGP (Sirsa Range), took action against unapproved temple construction inside Sirsa Police Lines, an administrative investigation was launched.
On October 11, 2022, I sent a letter to TVSN Prasad, Additional Chief Secretary (Home), asking for DIG promotions, pay adjustments, and arrears for eligible officers from the 2001 batch.
Five complaints of harassment and humiliation were filed against a senior IAS officer between February and April of 2023. A three-member committee was established to look into the allegations, but Kumar objected, claiming prejudice.

October 2023: Despite the fact that there were open cadre jobs, I wrote to Chief Secretary Sanjeev Kaushal to claim that the posting was intended to “insult and harass” him.
As the head of the Dial-112 Emergency Response Project and IGP (Telecommunications) in April 2024, Kumar returned his official vehicle and demanded redress after claiming that IPS personnel had been unfairly assigned to it.
In a letter to Chief Minister Nayab Singh Saini in the middle of 2024, I claimed that officials from the 1991, 1996, 1997, and 2005 batches had been improperly promoted.
