JeM and Hizbul Mujahideen shift bases into Khyber Pakhtunkhwa post Operation Sindoor:

Pakistan-based terrorist organizations Jaish-e-Mohammed (JeM) and Hizbul Mujahideen (HM) have started relocating their operational bases from Pakistan-Occupied Kashmir (PoK) to the Khyber Pakhtunkhwa (KPK) province, according to sources from India’s military and defense sectors.
Following India’s Operation Sindoor, which destroyed several terror camps in Pakistan and the PoK and seriously damaged the terrorists’ infrastructure, this calculated move was made.

Changing tactics to safer havens

The change is indicative of a tactical adjustment made by these terrorist groups in response to the belief that PoK is now open to precise Indian attacks. They may reorganize and carry on with less risk thanks to KPK’s greater strategic depth and closeness to the Afghan border.

Operation Sindoor: Retaliation against specific Indians

Operation Sindoor, which was initiated on Wednesday, May 7, was India’s well-planned reaction to the April 22 terror incident in Pahalgam, which claimed the lives of 26 civilians. The operation demonstrated India’s targeted approach to breaking up terrorist networks without escalation into a wider confrontation by involving accurate missile strikes on nine terror infrastructure facilities in Pakistan and the PoK without aiming at military or civilian targets. According to Indian authorities, Pakistan’s official structures have “full awareness and direct support” for the terror organization movements. Recent JeM gatherings in Pakistan, which were protected by the police and facilitated by political-religious organizations like Jamiat Ulema-e-Islam (JUI), serve as evidence.

Public mobilisation in KPK with high visibility

On September 14 (Sunday), only hours before an India-Pakistan cricket match, JeM hosted a public recruitment event in the town of Garhi Habibullah in the Mansehra region of KPK. This was a noteworthy episode. At the demonstration, which was surrounded by armed militants and local police, senior JeM leader Mulana Mufti Masood Ilyas Kashmiri—who is sought by India and is close to JeM founder Maulana Masood Azhar—spoke of the unspoken backing of Pakistan’s government.

An ongoing difficulty

This dossier, which was put together by a number of Indian security and intelligence organizations, highlights how cross-border terrorism is changing and how difficult it is for India to combat these organizations, which calls for constant watchfulness and proactive measures.
