The Municipal Corporation (MC) House has approved the final draft of the “Pet and Community Dogs Bylaws 2025” to improve pet management and protect public safety.
According to the new rules, dog owners will be responsible for any harm or damage caused by their pets and must pay compensation. The bylaws also restrict dogs from entering busy public places like Sukhna Lake, Rock Garden, Leisure Valley, Rose Garden, and other large green areas.
Pet walking will be allowed only in regular parks, and owners must carry poop bags to keep the areas clean. Registration of pet dogs will be mandatory. The number of dogs allowed depends on the size of the house—for example, families living in five-marla houses can keep only one dog, while those in larger houses can have more.
All dogs must be leashed in public, and aggressive breeds are required to wear muzzles. Owners walking such dogs must carry a stick for extra safety. If a dog shows aggressive behavior or causes damage, authorities may seize the pet and fine the owner.
The bylaws also ban disposing of dead pets in public bins. Instead, pets must be cremated at authorized places or buried respectfully on private land. The existing ban on seven aggressive dog breeds and commercial dog breeding within the city remains in place.
These new rules are designed to ensure a safer environment for both pets and people in the city.
