The Punjab Government has launched a new Land Pooling Policy 2025 across 27 urban areas in the state. This move comes after seeing success with a similar policy in Mohali and facing years of protests from farmers over land acquisition issues.
The policy was approved in a Cabinet meeting led by Chief Minister Bhagwant Mann. It aims to bring together large chunks of land for planned development in residential, industrial, institutional, and commercial sectors — including integrated industrial parks.
Why this policy?
Punjab’s New and Renewable Energy Minister, Aman Arora, said the goal is to promote smart, sustainable cities while also helping farmers. Instead of being forced to sell their land, landowners will now get plots of higher value in return, giving them better earning opportunities.
How does it work?
For 1 acre of land pooled, the owner gets a 1,000 sq yard residential plot and a 200 sq yard commercial site, similar to the older Mohali policy.
For 9 acres pooled, the owner gets back 3 acres (33%) which can be used for group housing or sold to builders.
For 50 acres, 60% (30 acres) is returned to the owner for plotted development.
For industrial and institutional land, landowners will get 1,600 sq yards per acre.
For commercial areas, landowners get 800 sq yards per acre.
For integrated industrial parks, they receive a 1,000 sq yard industrial plot, a 300 sq yard residential plot, and a 100 sq yard commercial plot per acre.
No force, guaranteed support
The government assures that no farmer will be forced to participate. Those who join will receive a yearly support amount of ₹30,000 per acre for three years. Plus, once the Letter of Intent is issued, it can be traded, offering flexibility to landowners.
The state will also cover the cost of building roads, drainage, electricity, and water supply. Officials believe this will prevent the spread of illegal colonies and lead to better-planned urban growth.
This new approach is designed to be a win-win — making landowners partners in development rather than victims of it.
