The Punjab Assembly has begun a special session on floods. First, in addition to those who perished in the floods, honours were given to former minister Harpal Toda, Punjabi comedian Jaswinder Bhalla, Punjabi music maestro Charanjit Ahuja, and a number of other luminaries. The house procedures were then postponed till noon.

Today, September 26, is the first day of this session, which will end on September 29. MLAs can voice their concerns during the Zero Hour, but there won’t be a question hour throughout the session.

There will be a discussion about flood recovery during this period. Because the opposition may corner the AAP government on problems of law and order and floods, there is a likelihood that there will be a commotion during this session.

The state’s monsoon floods have affected 23 districts. Consequently, around 3.90 lakh people and 2,565 villages have been impacted. Four people are missing, and 57 people have perished.

The state has been designated as a disaster-affected area by the state government. Additionally, the centre has provided 1600 crore rupees in assistance. The Punjab government already possesses 12,000 crore rupees in the State Disaster Relief Fund, according to the centre’s claim.

The Bhagwant Mann government launches a special health mission in 2303 flood-affected villages.

Dr Balbir Singh, the minister of health and family welfare, has directed the medical community to take significant action to stop the spread of infectious and waterborne illnesses in communities devastated by flooding.

“There is a ‘Special Health Campaign’ underway in the 2303 communities that have been impacted by the recent floods. Preventing vector-borne, water-borne, and communicable disease outbreaks is the main goal. There are three primary parts to the campaign. The first is the creation of medical and health camps. All 2303 communities will have daily medical camps. These camps will take place every day in 596 villages with existing medical services, including Aam Aadmi Clinics. For a minimum of three days, with the potential for an extension dependent on need, camps will be erected in public areas such as community centers and schools in the remaining 1707 communities.

The first is the creation of medical and health camps. All 2303 communities will have daily medical camps. These camps will take place every day in 596 villages with existing medical services, including Aam Aadmi Clinics. For a minimum of three days, with the potential for an extension dependent on need, camps will be erected in public areas such as community centres and schools in the remaining 1707 communities.

ASHA employees make door-to-door visits as part of the second component. To deliver necessary health kits, a team of more than 11,103 ASHA employees will visit each home in these communities once a week. Mosquito repellent, ORS (oral rehydration solution), paracetamol, chlorine tablets, soap, and other essentials will be included in these kits.

A thorough fumigation and vector-control activity makes up the third element. For the next 21 days, this will be done daily in all impacted villages. To stop dengue and malaria epidemics, teams will perform larvicidal spraying, indoor and outdoor fogging, and breeding checks in homes, marketplaces, schools, and other public areas.

ASHA employees will knock on people’s doors.
Workers from ASHA are visiting homes to check on people’s health. Everybody’s health, from young children to the elderly, is assessed, and medication is administered as needed. The administration has determined that they must visit every home at least once by September 20. This campaign will continue uninterrupted on Sunday as well.

550 ambulances were sent out.
Additionally, a unique 21-day fogging and inspection campaign is being conducted to manage diseases, including dengue and malaria. Every day, fogging is carried out in each village, and water supplies are promptly examined. Every block now has a medical officer in charge, and each evening a comprehensive report is posted online. People are immediately receiving aid, health care, and cleanliness thanks to the village-to-village campaign, and they are now stating that, for the first time, a government is not only issuing directives but is also actively participating in the field. “It’s not just the government; it’s our trust… and we are wholeheartedly standing with the Aam Aadmi Party,” the public is publicly stating.

CM Mann Says – Every Village to Get 1 Lakh Token Money: Treasury Not Empty, Punjab Deserves its Right, On Debate Challenge Says – What Debate With Bittu?

Bhagwant Mann, the chief minister of Punjab.

Bhagwant Mann, the chief minister of Punjab, spoke to reporters in Chandigarh today. He said that in places impacted by flooding, “Girdawari” (evaluation of damage) has begun as of today.

According to CM Mann, the water level has now dropped in numerous locations. In about 2300 villages and wards, a cleanliness campaign will be started. The government will set up JCBs and labour in each village to accomplish this.

Sarcasm in Open Discussion

“I have challenged all leaders on Punjab’s issues to an open debate,” Mann said. Ravneet Singh Bittu, the Union Minister of State, has agreed to take up this job.

CM Mann, however, grinned and remarked, “Now, what argument should I have with Bittu? No one pays attention to him. He acknowledged that it was beyond of his hands when I suggested constructing a flyover over the railway bridge at Bhuri. Yes, he is capable of installing a cold drink machine. Mann went on to say that even the BJP is aware that people who are unable to be loyal to their own party will also not be loyal to anyone else.

100 crore rupees are being aside by the government for the cleanliness drive.

There are a lot of animals after the rains. The disposal of dead animals has been planned. Every village will undergo fogging. For this campaign, the government has set aside 100 crore rupees. One lakh rupees will be distributed as token money to every village. Additional funds will be provided as needed.

The deadline for finishing all of this work is September 24. We’re running out of time. The next crop needs to be sown. By October 15, the damage to numerous villages, panchayats, dharamshalas, etc., would be fixed.According to Mann, roofs and other surfaces will be cleaned by October 22. The government will set up camps in 2300 communities to stop the spread of any sickness. In 506 villages, Mohalla Clinics are now operational. Throughout the day, doctors and medical personnel will be on duty at government schools.

Bhagwant Mann, the chief minister.

550 ambulances will always be available after two days.

According to Mann, the government would have 550 ambulances available in two days. Approximately 2.5 lakh animals in 713 villages have been impacted by flooding thus far. A program to protect them from illnesses is being started. Each hamlet will have a veterinarian on staff. The deadline for cleanliness pertaining to animals is September 30.

Mandis Procurement Will Begin on September 16

According to Mann, everything is going great in the mandis, or grain markets. As soon as it gets here, Paddy will be sold. On September 16, government procurement will begin. Three thousand quintals of paddy are currently being bought by private customers. By September 19, the flood-affected mandis will be restored and prepared for regular procurement. Daily procurement numbers will be released by the government.

I have no doubt that we will quickly get past this crisis and resume our regular lives. We’ll come out stronger than we were.

In reference to the governor, Mann stated that in certain states, the governor stirs up controversy over various matters. The governor should speak for the state and the centre while keeping the public interest in mind. On social media, some people are disseminating misleading information, according to Mann. A few media outlets began discussing the appointment of a new Chief Minister for Punjab when I was brought to the hospital two days ago.

Those forming factions are not part in the celebration.

While standing at Sri Darbar Sahib, Arvind Kejriwal made it quite evident that Bhagwant Mann would continue to serve as Punjab’s chief minister. However, some criminals circulate false information and use such language to support by-elections.

According to Mann, our party was founded as a result of hardship. Our party does not have any factions. Individuals belong to our faction. Some arrived at the party with the intention of forming divisions, but they left before they could do so.

State President of the BJP Takes Aim.

On the social media site X, BJP state president Sunil Jakhar has made a post about CM Mann’s debate challenge. He provided a paper that unequivocally demonstrates that Punjab’s State Disaster Response Fund (SDRF) balance as of March 31, 2023, was ₹9041.74 crore. The report claims that the state government violated the central government’s regulations by failing to invest this sum appropriately.

Funds for the fiscal years 2023–2024; 2024–2025; and 2025–2026 have since also been received, bringing the total to over ₹12,000 crores. In veiled language, your Chief Secretary acknowledged this at a news conference, Chief Minister. In addition, your ministers have brought up this point.

It would now be better if you expressed regret for deceiving the Punjabi people and used this sum appropriately to help the state’s citizens.

Requests for Public Observation of the Construction Project

Rupinder Singh is pleased that there is no lack of funding for development projects.

Fatehgarh Sahib/Bassi Pathana, September 13:

There will never be a lack of funding for the extensive development projects that the Punjab government, under the leadership of Chief Minister Bhagwant Singh Mann, is carrying out in the state’s cities and villages. On the occasion of starting the building of Namdev Road, which is expected to cost about 80 lakh rupees, Bassi Pathana MLA Rupinder Singh Happy voiced these opinions.

He said that although the locals had long called for the new Namdev Road construction, the work has begun and will soon be finished because of the recent rains.MLA Happy stated that in order to prevent any disturbance to the city’s residents, interlocking tile installation has begun in a number of wards in addition to Namdev Road. According to MLA Rupinder Singh Happy, government executive agencies have been directed to give particular attention to the quality of the job when conducting development projects in the Bassi Pathana constituency.

This time, Rupinder Singh Happy urged the locals to personally oversee the job being done to ensure that there is no quality shortfall. According to him, we should approach these projects as though they were for our own homes. Additionally, he complimented the locals on the commencement of the Namdev Road project.

“Punjab CM Mann will hold a press conference today: May make a disclosure about the SDRF fund; ‘Girdawari’ begins today in flood-affected areas”.

Bhagwant Mann, the chief minister of Punjab, will address the media in Chandigarh today at 12 PM. Sources say he might give details about when the ‘girdawari’ (a survey to determine agricultural damage) will begin in areas impacted by flooding. He might also reveal information on the 12,000 crore SDRF fund, which has been a point of contention between the BJP and AAP.

The story also notes that Union Minister Ravneet Singh Bittu may embrace CM Mann’s repeated challenge to opposition leaders to engage in an open discussion on Punjab’s problems.

“I will neither sit peacefully nor let the officials sit.”

Central Minister Bittu has informed CM Mann that he is free to choose the location and time of the debate, and Bittu will undoubtedly travel there to engage in a discussion with Mann.

CM Mann is quoted in the article as saying, “I come from a farming family myself. Our domestic stove also did not burn when the fields were flooded. Until farmers receive recompense, I will not sit quietly or allow the bureaucrats to do so. Within thirty to forty-five days, the compensation will be provided. A compensation of 20,000 per acre will be provided in the event of crop damage. We will give them a week to report whether the ‘girdawari’ (survey) of their land has been completed or if any people were overlooked, even after the report has been made.”

According to rumours, they will both give and increase the amount of money.
The government is providing at least 40,000 rupees from its own funds as compensation, even though the SDRF rule stipulates that 6800 rupees should be provided. People who have lost livestock, such as buffaloes or cows, will receive 37,500 rupees in compensation. The government will increase the payment for wild animals in order to provide recompense. Now is not the moment to be frugal. whether or not a house has collapsed. They will still contribute to the same fund even if there is water seeping from the house.

After a crisis, the State crisis Response Fund (SDRF) is meant to provide aid right away. It should not be used to cover any mitigation or reconstruction costs; instead, it should be a part of regular budgeting plans.

The SDRF had ₹8,194.07 crore as of April 1, 2022, according to Finance Accounts. ₹908.85 crore was received during the fiscal year 2022–2023 (₹208 crore from the Central government and ₹69.33 crore from the State government). But ₹637.57 crore remained unutilised, while ₹125.95 crore was reimbursed. Additionally, ₹132 crore was not transferred by the government to the State Disaster Mitigation Fund (SDMF).

As of March 31, 2023, just ₹61.18 crore of the ₹9,041.74 crore that was available for investment had been used during the year. Additionally, the administration underestimated the revenue spending by failing to deposit an additional ₹277.07 crore to the fund. According to the text’s conclusion, the issue of investing the money was being considered as of November 2023.

“The president of the BJP launched a frontal attack”.

Sunil Jakhar, the state president of the BJP, made a post on CM Mann’s debate challenge on the social media site ‘X’. According to the CAG report, Punjab had ₹9,041.74 crore in the State Disaster Response Fund (SDRF) as of March 31, 2023, he said. The report claims that the state government failed to invest this sum appropriately and in violation of the central government’s regulations.

Even yet, the entire sum owed—roughly ₹12,000 crore—includes monies for the fiscal years 2023–2024; 2024–25; and 2025–2026. During a news conference in your presence, the Principal Secretary to the Chief Minister had also quietly acknowledged this. Furthermore, this truth has also been acknowledged by your ministers.

The finance minister made the figures public, saying: “The center gave 1582 crore, not 12,000”.

The finance minister made the SDRF data public, saying: “The BJP is shining its politics more than addressing Punjab’s pain; they are misleading the public.”

According to data presented by Punjab Finance Minister Harpal Singh Cheema on Thursday, the State Disaster Response Fund (SDRF) has only given the state government 1582 crore rupees from April 2022. The state has 12,000 crore rupees for flood relief, he added, but some opposition leaders are propagating a false narrative.

According to the data he made public, the state received 208 crores in 2022–2023; 645 crores in 2023–2024; 488 crores in 2024–2025; and 241 crores in 2025–2026. According to Cheema, 649 crore rupees of the 1582 crore rupees that the Centre has given them have gone towards relief and rehabilitation efforts.

This article focusses on the current political conflict between the opposition parties, especially the BJP, and Punjab’s ruling Aam Aadmi Party (AAP) over flood relief funds. The AAP government is making an effort to make clear how much money it actually receives from the federal government.

In his delivery of the State Disaster Response Fund (SDRF) numbers on Thursday, Punjab Finance Minister Harpal Singh Cheema claimed that certain opposition leaders, particularly those from the BJP, are purposefully misleading the public about flood relief. He claimed that they care more about their own political advantage than Punjab’s misery.

In response to the opposition’s assertion that the state had 12,000 crore rupees for flood relief, he stated that the state administration has only got 1582 crore rupees from the Centre since April 2022.

Based on the data he made public:

Of the 208 crores the state received in 2022–2023, 61 crores have already been spent.

Of the 645 crores it received in 2023–2024, 420 crores had already been spent.

Of the 488 crores it received in 2024–2025, 27 crores had already been spent.

It has now received 241 crores in 2025–2026, of which 140 crores have been spent.

According to Cheema, 649 crore rupees of the 1582 crore rupees that the Centre has given them have gone towards relief and rehabilitation efforts.

The ongoing political struggle between the opposition parties and Punjab’s ruling Aam Aadmi Party (AAP) over flood relief funds is highlighted in this article. The AAP government is making an effort to make clear how much money it actually receives from the federal government.
