ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ‘ਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧਦਿਆਂ ਕਿਹਾ ਕਿ ਜਨਤਕ ਰੈਲੀ ਵਿੱਚ ਬਿਜਲੀ ਚੋਰੀ ਕਰਦੇ ਫੜੇ ਗਏ ਅਕਾਲੀ ਆਗੂਆਂ ਨੇ ਪੰਜਾਬ ਨੂੰ ਲੁੱਟਣ ਦੀ ਆਪਣੀ ਆਦਤ ਅਜੇ ਤੱਕ ਨਹੀਂ ਛੱਡੀ ਹੈ। ਉਨ੍ਹਾਂ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਜੇ ਸੱਤਾ ਤੋਂ ਬਾਹਰ ਹੋ ਕੇ ਵੀ ਉਹ ਅਜਿਹੀਆਂ ਘਟੀਆ ਕਾਰਵਾਈਆਂ ਕਰ ਰਹੇ ਹਨ ਤਾਂ ਫਿਰ ਸੱਤਾ ‘ਚ ਆ ਕੇ ਤਾਂ ਉਹ ਜੋ ਨੁਕਸਾਨ ਪੰਜਾਬ ਨੂੰ ਪਹੁੰਚਾਉਣਗੇ, ਉਸ ਦਾ ਅੰਦਾਜ਼ਾ ਵੀ ਨਹੀਂ ਲਾਇਆ ਜਾ ਸਕਦਾ, ਜੋ ਗੰਭੀਰ ਸ਼ੰਕੇ ਖੜ੍ਹੇ ਕਰਦਾ ਹੈ। ਅਕਾਲੀਆਂ ਨੂੰ ਆਦਤਨ ਅਪਰਾਧੀ ਆਖਦਿਆਂ ਜਿਨ੍ਹਾਂ ਨੇ ਪਹਿਲਾਂ ਰੇਤਾ ਅਤੇ ਬੱਸਾਂ ਲੁੱਟੀਆਂ ਅਤੇ ਹੁਣ ਬਿਜਲੀ ਚੋਰੀ ਤੱਕ ਆ ਗਏ ਹਨ, ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਜਿਹਾ ਘਟੀਆ ਵਿਵਹਾਰ ਸਰਕਾਰੀ ਸਰੋਤਾਂ ਦਾ ਸ਼ੋਸ਼ਣ ਕਰਨ ਦੀ ਉਨ੍ਹਾਂ ਦੀ ਦ੍ਰਿੜ੍ਹ ਮਾਨਸਿਕਤਾ ਨੂੰ ਦਰਸਾਉਂਦਾ ਹੈ।

ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਇਸ ਦੇ ਆਧਾਰ ‘ਤੇ ਲੋਕਾਂ ਨੂੰ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਆਗੂਆਂ ਦਾ ਸਮਾਜਿਕ ਬਾਈਕਾਟ ਕਰਨ ਦਾ ਸੱਦਾ ਦਿੱਤਾ ਅਤੇ ਕਿਹਾ ਕਿ ਬੇਅਦਬੀ ਅਤੇ ਲੋਕਾਂ ‘ਤੇ ਅੱਤਿਆਚਾਰ ਢਾਹੁਣ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਲੋਕਾਂ ਨੂੰ ਜਵਾਬਦੇਹ ਠਹਿਰਾਇਆ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ।

ਪਟਿਆਲਾ ਵਿੱਚ ਇਕੱਠ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਲੋਕਾਂ ਨੇ ਆਪਣੇ ਸ਼ਾਸਨਕਾਲ ਦੌਰਾਨ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਦੀ ਬੇਅਦਬੀ ਦੀ ਇਜਾਜ਼ਤ ਦੇ ਕੇ ਹਰੇਕ ਆਮ ਆਦਮੀ ਦੀ ਮਾਨਸਿਕਤਾ ਨੂੰ ਠੇਸ ਪਹੁੰਚਾਈ ਹੈ। ਇਨ੍ਹਾਂ ਗੱਦਾਰਾਂ ਨੂੰ ਕਦੇ ਵੀ ਮੁਆਫ਼ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ ਕਿਉਂਕਿ ਇਹ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਦੀ ਬੇਅਦਬੀ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਹਨ ਅਤੇ ਇਨ੍ਹਾਂ ਦੇ ਹੱਥ ਮਾਸੂਮ ਲੋਕਾਂ ਦੇ ਖੂਨ ਨਾਲ ਰੰਗੇ ਹੋਏ ਹਨ।

ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀ ਦਲ ਨੂੰ ਸਮਰਥਨ ਦੇਣ ਦਾ ਮਤਲਬ ਹੈ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਦੀ ਬੇਅਦਬੀ, ਮਾਸੂਮ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ‘ਤੇ ਗੋਲੀਬਾਰੀ ਅਤੇ ਆਮ ਆਦਮੀ ‘ਤੇ ਅੱਤਿਆਚਾਰਾਂ ਦਾ ਯੁੱਗ ਵਾਪਸ ਲਿਆਉਣ ਲਈ ਆਪਣੀ ਸਹਿਮਤੀ ਦੇਣਾ ਹੈ।

ਅਜਿਹੇ ਆਗੂਆਂ ਖਿਲਾਫ਼ ਸਖ਼ਤ ਜਨਤਕ ਕਾਰਵਾਈ ਦਾ ਸੱਦਾ ਦਿੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਜਿਨ੍ਹਾਂ ਲੋਕਾਂ ਨੇ ਸੂਬੇ ਦੀਆਂ ਕਈ ਪੀੜ੍ਹੀਆਂ ਨੂੰ ਬਰਬਾਦ ਕੀਤਾ ਹੈ ਅਤੇ ਜੋ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਦੀ ਬੇਅਦਬੀ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਹਨ, ਉਨ੍ਹਾਂ ਨੂੰ ਕਿਸੇ ਵੀ ਹੀਲੇ ਮੁਆਫ਼ੀ ਨਹੀਂ ਦਿੱਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਸਬਕ ਸਿਖਾਇਆ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ। ਇਨ੍ਹਾਂ ਆਗੂਆਂ ਦਾ ਸਮਾਜਿਕ ਬਾਈਕਾਟ ਕਰਨਾ ਸਮੇਂ ਦੀ ਲੋੜ ਹੈ ਤਾਂ ਜੋ ਉਹ ਸੂਬੇ ਅਤੇ ਇਸ ਦੇ ਲੋਕਾਂ ਨੂੰ ਹੋਰ ਨੁਕਸਾਨ ਨਾ ਪਹੁੰਚਾ ਸਕਣ। ਉਨ੍ਹਾਂ ਹੈਰਾਨੀ ਪ੍ਰਗਟਾਈ ਕਿ ਕੁਝ ਲੋਕ ਆਪਣੇ ਨਿੱਜੀ ਸਵਾਰਥੀ ਹਿੱਤਾਂ ਲਈ ਅਜਿਹੇ ਆਗੂਆਂ ਦੀਆਂ ਘਟੀਆ ਕਾਰਵਾਈਆਂ ਤੋਂ ਚੰਗੀ ਤਰ੍ਹਾਂ ਜਾਣੂ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਉਨ੍ਹਾਂ ਦੇ ਹੱਕ ਵਿੱਚ ਨਾਅਰੇਬਾਜ਼ੀ ਕਰ ਰਹੇ ਹਨ, ਜੋ ਬਹੁਤ ਮੰਦਭਾਗਾ ਹੈ।

ਅਕਾਲੀ ਲੀਡਰਸ਼ਿਪ ਦੇ ਰਾਜਨੀਤਿਕ ਕੰਮਕਾਜ ਨੂੰ ਉਜਾਗਰ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਇਹ ਲੋਕ ਆਪਣੇ ਸਵਾਰਥਾਂ ਲਈ ਹਮੇਸ਼ਾ ਰਾਜਨੀਤੀ ਅਤੇ ਧਰਮ ਨੂੰ ਮਿਲਾ ਕੇ ਚੱਲੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਨੇ ਸਦਾ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਵਰਗੀ ਸਰਵਉੱਚ ਅਥਾਰਟੀ ਦੀ ਦਾ ਅਪਮਾਨ ਕੀਤਾ ਹੈ। ਇਸ ਸਬੰਧੀ ਉਦਾਹਰਣਾਂ ਦਿੰਦਿਆਂ ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਜਥੇਦਾਰ ਅਕਾਲੀ ਲੀਡਰਸ਼ਿਪ ਦੀ ਮਰਜ਼ੀ ਅਤੇ ਇੱਛਾ ਅਨੁਸਾਰ ਲਾਏ ਅਤੇ ਹਟਾਏ ਜਾਂਦੇ ਹਨ, ਜੋ ਜਥੇਦਾਰ ਦੀ ਪਦਵੀ ਦਾ ਵੱਡਾ ਅਪਮਾਨ ਹੈ।

ਅਕਾਲੀ ਦਲ ਦੀ ਅਖੌਤੀ ‘ਪੰਜਾਬ ਬਚਾਓ ਯਾਤਰਾ’ ‘ਤੇ ਚੁਟਕੀ ਲੈਂਦਿਆਂ ਉਨ੍ਹਾਂ ਟਿੱਪਣੀ ਕੀਤੀ ਕਿ ਅਖੌਤੀ ਪੰਜਾਬ ਬਚਾਓ ਯਾਤਰਾ ਅਸਲ ਵਿੱਚ ਇੱਕ ‘ਪਰਿਵਾਰ ਬਚਾਓ ਯਾਤਰਾ’ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ 15 ਸਾਲ ਸੂਬੇ ਨੂੰ ਲੁੱਟਣ ਤੋਂ ਬਾਅਦ ਅਕਾਲੀਆਂ ਨੂੰ ਦੱਸਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਉਹ ਪੰਜਾਬ ਨੂੰ ਕਿਸ ਤੋਂ ਬਚਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਹਨ।

ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀਆਂ ਨੇ ਸੂਬੇ ਨੂੰ ਬੇਰਹਿਮੀ ਨਾਲ ਲੁੱਟਿਆ, ਪੰਜਾਬੀਆਂ ਦੀ ਮਾਨਸਿਕਤਾ ਨੂੰ ਭਾਵਨਾਤਮਕ ਤੌਰ ‘ਤੇ ਠੇਸ ਪਹੁੰਚਾਈ ਅਤੇ ਸੂਬੇ ਵਿੱਚ ਵੱਖ-ਵੱਖ ਮਾਫੀਆ ਨੂੰ ਸਰਪ੍ਰਸਤੀ ਦਿੱਤੀ। ਅਕਾਲੀ ਲੀਡਰਸ਼ਿਪ ਨੂੰ ਕਦੇ ਵੀ ਮੁਆਫ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ ਕਿਉਂਕਿ ਉਹ ਸੂਬੇ ਦੀਆਂ ਕਈ ਪੀੜ੍ਹੀਆਂ ਦੀ ਨਸਲਕੁਸ਼ੀ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਹਨ, ਜਿਨ੍ਹਾਂ ਨੇ ਨਸ਼ਿਆਂ ਦੇ ਕਾਰੋਬਾਰ ਨੂੰ ਸਰਪ੍ਰਸਤੀ ਦਿੱਤੀ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਲੰਬੇ ਸਮੇਂ ਦੇ ਕੁਸ਼ਾਸਨ ਦੌਰਾਨ ਹੀ ਇਹ ਵਧਿਆ-ਫੁੱਲਿਆ।

ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਲੋਕਾਂ ਦੀ ਆਵਾਜ਼ ਬੁਲੰਦ ਕਰਨ ਵਾਲੇ ‘ਆਪ’ ਵਰਕਰਾਂ ਨੂੰ ਅਕਸਰ ਬਦਨਾਮ ਕਰਦੇ ਰਹਿੰਦੇ ਹਨ।
ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਲੋਕ ਆਮ ਆਦਮੀ ਲਈ ਆਉਂਦੇ ਫੰਡਾਂ ਦਾ ਪੈਸਾ ਹੜੱਪ ਕੇ ਅਮੀਰ ਬਣ ਹਨ ਅਤੇ ਇਨ੍ਹਾਂ ਨੇ ਵੱਡੀ ਦੌਲਤ ਇਕੱਠੀ ਕਰ ਲਈ ਹੈ। ਸਾਬਕਾ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਭੁੱਲ ਗਏ ਹਨ ਕਿ ਉਨ੍ਹਾਂ ਦੇ ਲੰਬੇ ਕੁਸ਼ਾਸਨ ਜਦੋਂ ਮਾਫੀਆ ਰਾਜ ਚਲਦਾ ਸੀ, ਦੌਰਾਨ ਹੀ ਸੂਬੇ ਦੀ ਦੁਰਦਸ਼ਾ ਹੋਈ। ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਮਰਹੂਮ ਆਗੂ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਵੀ ਸੁਖਬੀਰ ਨੂੰ ਕਦੇ ਵੀ ਰਾਜ ਦਾ ਮੁਖੀ ਨਹੀਂ ਬਣਾਇਆ ਕਿਉਂਕਿ ਉਹ ਜਾਣਦੇ ਸਨ ਕਿ ਸਾਬਕਾ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸੂਬੇ ਨੂੰ ਬਰਬਾਦੀ ਵੱਲ ਲੈ ਜਾਏਗਾ।

ਵਿਰੋਧੀ ਧਿਰ ਦੀਆਂ ਗੱਲਾਂ ‘ਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਸਿੱਖਿਆ ਅਤੇ ਭਲਾਈ ਯੋਜਨਾਵਾਂ ਬਾਰੇ ਗੱਲ ਕਰਨ ਦੀ ਬਜਾਏ, ਸੁਖਬੀਰ ਮੱਝਾਂ ਬਾਰੇ ਗੱਲ ਕਰ ਰਹੇ ਹਨ, ਜੋ ਉਨ੍ਹਾਂ ਦੀ ਤੰਗ ਮਾਨਸਿਕਤਾ ਨੂੰ ਦਰਸਾਉਂਦਾ ਹੈ, ਕਿਉਂਕਿ ਉਹ ਨਹੀਂ ਚਾਹੁੰਦੇ ਕਿ ਸੂਬੇ ਦੇ ਨੌਜਵਾਨ ਅਫਸਰ ਬਣਨ।

ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀ ਆਗੂ ਲੋਕਾਂ ਤੋਂ ਇੱਕ ਮੌਕਾ ਮੰਗ ਰਹੇ ਹਨ, ਪਰ ਸ਼ਾਇਦ ਉਹ ਭੁੱਲ ਗਏ ਹਨ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਪੰਜ ਵਾਰ ਮੌਕਾ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਲੋਕਾਂ ਦੀ ਸੇਵਾ ਕਰਨ ਦੀ ਬਜਾਏ, ਉਨ੍ਹਾਂ ਨੇ ਜਨਤਾ ਅਤੇ ਸੂਬੇ ਨੂੰ ਲੁੱਟਿਆ, ਜਿਸ ਕਾਰਨ ਲੋਕਾਂ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਸੱਤਾ ਤੋਂ ਬਾਹਰ ਦਾ ਦਰਵਾਜ਼ਾ ਦਿਖਾ ਦਿੱਤਾ।

ਹਾਲ ਹੀ ਵਿੱਚ ਵਾਪਰੀ ਇੱਕ ਘਟਨਾ ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, “ਸ੍ਰੀ ਮੁਕਤਸਰ ਸਾਹਿਬ ਵਿਖੇ ਇੱਕ ਸਮਾਗਮ ਵਿੱਚ ਅਕਾਲੀ ਲੀਡਰਸ਼ਿਪ ਨੂੰ ਬਿਜਲੀ ਚੋਰੀ ਕਰਦਿਆਂ ਫੜਿਆ ਗਿਆ ਸੀ ਅਤੇ ਸੂਬਾ ਸਰਕਾਰ ਉਨ੍ਹਾਂ ਵਿਰੁੱਧ ਕੇਸ ਦਰਜ ਕਰੇਗੀ। ਉਨ੍ਹਾਂ ਸਵਾਲ ਪੁੱਛਿਆ ਕਿ ਅਜਿਹੇ ਲੋਕਾਂ ਤੋਂ ਭਲਾਈ ਦੀ ਕੀ ਉਮੀਦ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ ਜੋ ਬਿਜਲੀ ਚੋਰੀ ਵਰਗੇ ਛੋਟੇ-ਮੋਟੇ ਅਪਰਾਧਾਂ ਵਿੱਚ ਸ਼ਾਮਲ ਹਨ।” ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਸਰਕਾਰ ਸਮਾਜ ਦੇ ਹਰ ਵਰਗ ਦੀ ਭਲਾਈ ਲਈ ਸਖ਼ਤ ਯਤਨ ਕਰ ਰਹੀ ਹੈ।

ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਅੱਗੇ ਕਿਹਾ, “ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਇੱਕ ਕਾਨਵੈਂਟ ਸਕੂਲ ਤੋਂ ਪੜ੍ਹੇ ਸਿਆਸੀ ਨੇਤਾ ਹਨ ਜੋ ਪੰਜਾਬ ਦੀ ਭੂਗੋਲਿਕ ਸਥਿਤੀ ਤੋਂ ਵੀ ਜਾਣੂ ਨਹੀਂ ਹਨ ਪਰ ਉਹ ਸੂਬੇ ਵਿੱਚ ਸਿਆਸੀ ਸੱਤਾ ਪ੍ਰਾਪਤ ਕਰਨਾ ਚਾਹੁੰਦੇ ਹਨ। ਇਨ੍ਹਾਂ ਆਗੂਆਂ ਨੇ ਸੱਤਾ ਵਿੱਚ ਰਹਿੰਦੀਆਂ ਸੂਬੇ ਨੂੰ ਬਹੁਤ ਬੇਰਹਿਮੀ ਨਾਲ ਲੁੱਟਿਆ ਅਤੇ ਗੈਰ-ਕਾਨੂੰਨੀ ਢੰਗ ਨਾਲ ਪੈਸਾ ਕਮਾਇਆ। ਉਹ ਕਿਸੇ ਵੀ ਰਹਿਮ ਦੇ ਹੱਕਦਾਰ ਨਹੀਂ ਹਨ ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ਨੇ ਆਪਣੇ ਨਿੱਜੀ ਸਿਆਸੀ ਹਿੱਤਾਂ ਦੀ ਪੂਰਤੀ ਲਈ ਸੂਬੇ ਦੇ ਵਿਕਾਸ ਵੱਲ ਕੋਈ ਧਿਆਨ ਨਹੀਂ ਦਿੱਤਾ।”

ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ, “ਅਜਿਹੇ ਸਿਆਸੀ ਆਗੂ ਲੋਕਾਂ ਨੂੰ ਪੈਸਾ ਦੇਣ ਦੀ ਬਜਾਏ ਉਨ੍ਹਾਂ ਤੋਂ ਗੈਰ-ਕਾਨੂੰਨੀ ਤਰੀਕਿਆਂ ਨਾਲ ਪ੍ਰਾਪਤ ਕਰਦੇ ਹਨ। ਸਾਬਕਾ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਹੜ੍ਹਾਂ ਦੌਰਾਨ ਗੋਲਕਾਂ ਤੋਂ ਪੈਸਾ ਵੰਡਿਆ।” ਉਨ੍ਹਾਂ ਅੱਗੇ ਟਿੱਪਣੀ ਕੀਤੀ, “ਸਾਬਕਾ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸੂਬੇ ਦੇ ਇਤਿਹਾਸ, ਭੂਗੋਲ ਅਤੇ ਸੱਭਿਆਚਾਰ ਤੋਂ ਬਿਲਕੁਲ ਅਣਜਾਣ ਹਨ ਅਤੇ ਉਹ ਫ਼ਸਲਾਂ ਵਿਚਕਾਰ ਫਰਕ ਵੀ ਨਹੀਂ ਕਰ ਸਕਦੇ।”

ਰਵਾਇਤੀ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ‘ਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, “ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਕਾਂਗਰਸ ਅਤੇ ਅਕਾਲੀ ਦਲ ਦੀਆਂ ਸਰਕਾਰਾਂ ਨੇ ਸੂਬੇ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਬਰਬਾਦ ਕਰ ਦਿੱਤਾ, ਜਿਸ ਕਾਰਨ ਪੰਜਾਬ ਵਿਕਾਸ ਵਿੱਚ ਪਛੜ ਗਿਆ। ਉਨ੍ਹਾਂ ਨੇ ਸੂਬੇ ਨੂੰ ਆਰਥਿਕ, ਸਮਾਜਿਕ, ਰਾਜਨੀਤਿਕ ਅਤੇ ਧਾਰਮਿਕ ਤੌਰ ‘ਤੇ ਵੀ ਨੁਕਸਾਨ ਪਹੁੰਚਾਇਆ, ਪਰ ਸਾਡੀ ਸਰਕਾਰ ਦੁਆਰਾ ਚੁੱਕੇ ਗਏ ਕਦਮਾਂ ਕਾਰਨ ਪੰਜਾਬ ਹੁਣ ਵਿਕਾਸ ਦੀ ਸਹੀ ਰਾਹ ‘ਤੇ ਹੈ।”

ਪਿਛਲੀਆਂ ਨੀਤੀਆਂ ਦੇ ਸਮਾਜਿਕ ਪ੍ਰਭਾਵ ਨੂੰ ਉਜਾਗਰ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, “ਇਨ੍ਹਾਂ ਆਗੂਆਂ ਦੀਆਂ ਗਲਤ ਨੀਤੀਆਂ ਕਾਰਨ ਨੌਜਵਾਨ ਨਸ਼ਿਆਂ ਦੇ ਆਦੀ ਹੋ ਗਏ ਅਤੇ ਰੋਜ਼ਗਾਰ ਦੇ ਬਿਹਤਰ ਮੌਕਿਆਂ ਦੀ ਭਾਲ ਵਿੱਚ ਦੇਸ਼ ਛੱਡ ਕੇ ਚਲੇ ਗਏ। ਇਹ ਪਾਰਟੀਆਂ ਸਿਰਫ਼ ਸੂਬੇ ਦੀ ਦੌਲਤ ਲੁੱਟਣ ਲਈ ਸੱਤਾ ਵਿੱਚ ਆਪਣੀ ਵਾਰੀ ਦੀ ਉਡੀਕ ਕਰਦੀਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਕਦੇ ਵੀ ਲੋਕਾਂ ਦੀ ਭਲਾਈ ਬਾਰੇ ਨਹੀਂ ਸੋਚਿਆ ਅਤੇ ਸਿਰਫ਼ ਸੱਤਾ ਦੀ ਲਾਲਸਾ ਨੂੰ ਪੂਰਾ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਵਿੱਚ ਲੱਗੇ ਰਹੇ।”

ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, “ਸਾਡੇ ਮੰਚ ਤੋਂ ਅਸੀਂ ਸਿੱਖਿਆ, ਸਿਹਤ, ਬਿਜਲੀ, ਖੇਤੀ ਅਤੇ ਹੋਰ ਖੇਤਰਾਂ ਬਾਰੇ ਗੱਲ ਕਰਦੇ ਹਾਂ, ਜਦੋਂ ਕਿ ਦੂਜੀਆਂ ਪਾਰਟੀਆਂ ਸਿਰਫ਼ ਸੱਤਾ ਹਥਿਆਉਣ ‘ਤੇ ਧਿਆਨ ਕੇਂਦਰਤ ਕਰਦੀਆਂ ਹਨ। ਇਹ ਮੌਕਾਪ੍ਰਸਤ ਆਗੂ ਹੈਰਾਨ ਹਨ ਕਿਉਂਕਿ ਲੋਕ ਉਨ੍ਹਾਂ ਨੂੰ ਸਮਰਥਨ ਨਹੀਂ ਦੇ ਰਹੇ ਕਿਉਂਕਿ ਇਨ੍ਹਾਂ ਆਗੂਆਂ ਦਾ ਏਜੰਡਾ ਜਨਤਾ ਦੀ ਭਲਾਈ ਦੀ ਬਜਾਏ ਸਿਰਫ਼ ਆਪਣੇ ਪਰਿਵਾਰਾਂ ਤੱਕ ਸੀਮਤ ਹੈ।” ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਲੋਕਾਂ ਨੇ ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ਦੀ ਅਯੋਗਤਾ ਅਤੇ ਕੁਸ਼ਾਸਨ ਕਾਰਨ ‘ਆਪ’ ਸਰਕਾਰ ਨੂੰ ਚੁਣਿਆ ਸੀ।

ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, “ਇਹ ਰਵਾਇਤੀ ਪਾਰਟੀਆਂ ਕਦੇ ਵੀ ਪੰਜਾਬ ਅਤੇ ਇਸਦੇ ਲੋਕਾਂ ਪ੍ਰਤੀ ਵਫ਼ਾਦਾਰ ਨਹੀਂ ਰਹੀਆਂ। ਉਹ ਈਰਖਾ ਕਰਦੇ ਹਨ ਕਿਉਂਕਿ ‘ਆਪ’ ਨੇ ਆਮ ਲੋਕਾਂ ਦੀ ਭਲਾਈ ਦਾ ਏਜੰਡਾ ਤਿਆਰ ਕੀਤਾ ਹੈ।” ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਲੀਡਰਸ਼ਿਪ ਦੀਆਂ ਰੈਲੀਆਂ ਵਿੱਚ ਵਰਕਰਾਂ ਨਾਲੋਂ ਸਟੇਜ ‘ਤੇ ਜ਼ਿਆਦਾ ਆਗੂ ਦਿਖਾਈ ਦਿੰਦੇ ਹਨ ਅਤੇ ਉਨ੍ਹਾਂ ਕੋਲ ਪੰਜਾਬ ਲਈ ਦੂਰਦਰਸ਼ੀ ਦ੍ਰਿਸ਼ਟੀ ਦੀ ਘਾਟ ਹੈ।

ਲੰਬੇ ਸਮੇਂ ਦੇ ਹੱਲਾਂ ‘ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ, ” ਗਰੀਬੀ ਜਾਂ ਸਮਾਜਿਕ ਬੁਰਾਈ ਨੂੰ ਕਿਸੇ ਵੀ ਮੁਫ਼ਤ ਸਹੂਲਤ ਜਾਂ ਰਿਆਇਤ ਨਾਲ ਖਤਮ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ; ਸਿੱਖਿਆ ਲੋਕਾਂ ਦੇ ਜੀਵਨ ਪੱਧਰ ਨੂੰ ਬਿਹਤਰ ਬਣਾ ਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਇਸ ਚੱਕਰ ਵਿੱਚੋਂ ਬਾਹਰ ਕੱਢਣ ਵਿੱਚ ਸਹਾਈ ਹੁੰਦੀ ਹੈ।” ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ, “ਸਿੱਖਿਆ ਉਹ ਰੌਸ਼ਨੀ ਹੈ ਜੋ ਹਨੇਰੇ ਨੂੰ ਦੂਰ ਕਰਦੀ ਹੈ ਅਤੇ ਇਸੇ ਲਈ ਸਰਕਾਰ ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਨੂੰ ਬਦਲਣ ‘ਤੇ ਧਿਆਨ ਕੇਂਦਰਿਤ ਕਰ ਰਹੀ ਹੈ, ਜਿਸ ਨਾਲ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਕਾਰਗੁਜ਼ਾਰੀ ਵਿੱਚ ਸੁਧਾਰ ਹੁੰਦਾ ਹੈ।”

ਬਿਜਲੀ ਅਤੇ ਖੇਤੀਬਾੜੀ ਬਾਰੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, “ਰਾਜ ਦੇ ਇਤਿਹਾਸ ਵਿੱਚ ਪਹਿਲੀ ਵਾਰ, ਝੋਨੇ ਦੇ ਸੀਜ਼ਨ ਦੌਰਾਨ ਖੇਤਾਂ ਦੇ ਟਿਊਬਵੈੱਲਾਂ ਨੂੰ ਅੱਠ ਘੰਟੇ ਤੋਂ ਵੱਧ ਨਿਰਵਿਘਨ ਬਿਜਲੀ ਸਪਲਾਈ ਕੀਤੀ ਗਈ ਅਤੇ ਕਿਸਾਨਾਂ ਨੂੰ ਹੁਣ ਦਿਨ ਵੇਲੇ ਵੀ ਬਿਜਲੀ ਮਿਲ ਰਹੀ ਹੈ, ਜਿਸ ਨਾਲ ਉਨ੍ਹਾਂ ਦੀ ਜ਼ਿੰਦਗੀ ਵਿੱਚ ਬੇਮਿਸਾਲ ਬਦਲਾਅ ਦੇਖਣ ਨੂੰ ਮਿਲ ਰਹੇ ਹਨ।” ਉਨ੍ਹਾਂ ਦੁਹਰਾਇਆ ਕਿ ਜਨਤਾ ਦਾ ਇੱਕ-ਇੱਕ ਪੈਸਾ ਉਨ੍ਹਾਂ ਦੀ ਹੀ ਭਲਾਈ ਲਈ ਸਮਝਦਾਰੀ ਨਾਲ ਵਰਤਿਆ ਜਾ ਰਿਹਾ ਹੈ।

ਨਿਵੇਸ਼ ਅਤੇ ਸਿਹਤ ਸੰਭਾਲ ‘ਤੇ ਚਾਨਣਾ ਪਾਉਂਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, ” ਨਿਵੇਸ਼ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ਦਾ ਸਭ ਤੋਂ ਵਧੀਆ ਮਾਪਦੰਡ ਹੈ ਅਤੇ ਟਾਟਾ ਸਟੀਲ ਵੱਲੋਂ ਪੰਜਾਬ ਵਿੱਚ ਆਪਣਾ ਦੂਜਾ ਸਭ ਤੋਂ ਵੱਡਾ ਪਲਾਂਟ ਸਥਾਪਤ ਕਰਨਾ ਉਨ੍ਹਾਂ ਦਾ ਰਾਜ ਵਿੱਚ ਵਿਸ਼ਵਾਸ ਨੂੰ ਦਰਸਾਉਂਦਾ ਹੈ।” ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ, “ਮੁੱਖ ਮੰਤਰੀ ਸਿਹਤ ਯੋਜਨਾ ਤਹਿਤ 65 ਲੱਖ ਪਰਿਵਾਰਾਂ ਨੂੰ ਸਿਹਤ ਕਾਰਡ ਜਾਰੀ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ, ਜਿਸ ਨਾਲ ਉਹ 10 ਲੱਖ ਰੁਪਏ ਤੱਕ ਦੇ ਮੁਫ਼ਤ ਇਲਾਜ ਲਈ ਹੱਕਦਾਰ ਹਨ, ਜਿਸ ਵਿੱਚ 30 ਲੱਖ ਤੋਂ ਵੱਧ ਲਾਭਪਾਤਰੀ ਪਹਿਲਾਂ ਹੀ ਸ਼ਾਮਲ ਹਨ।”

ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ, “ਇਸ ਯੋਜਨਾ ਤਹਿਤ ਲਗਭਗ 1.65 ਲੱਖ ਲੋਕ ਪਹਿਲਾਂ ਹੀ ਮੁਫ਼ਤ ਇਲਾਜ ਪ੍ਰਾਪਤ ਕਰ ਚੁੱਕੇ ਹਨ ਅਤੇ ਲੋਕਾਂ ਨੂੰ ਇਨ੍ਹਾਂ ਕਾਰਡਾਂ ਦਾ ਵੱਧ ਤੋਂ ਵੱਧ ਲਾਭ ਉਠਾਉਣਾ ਚਾਹੀਦਾ ਹੈ। ਟੈਕਸ ਤੋਂ ਇੱਕਤਰ ਹੋਇਆ ਪੈਸਾ ਲੋਕਾਂ ਦਾ ਹੈ ਅਤੇ ਜਿਸ ਨੂੰ ਸੂਬੇ ਦੇ ਵਿਕਾਸ, ਸਕੂਲਾਂ, ਹਸਪਤਾਲਾਂ ਅਤੇ ਸੜਕਾਂ ਰਾਹੀਂ ਉਨ੍ਹਾਂ ਦੀ ਭਲਾਈ ‘ਤੇ ਖਰਚ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।” ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਨੇ 90 ਫ਼ੀਸਦ ਘਰਾਂ ਨੂੰ ਮੁਫ਼ਤ ਬਿਜਲੀ ਪ੍ਰਦਾਨ ਕੀਤੀ ਹੈ, ਬਿਨਾਂ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਤੋਂ ਪਾਰਦਰਸ਼ੀ ਢੰਗ ਨਾਲ 65,000 ਤੋਂ ਵੱਧ ਸਰਕਾਰੀ ਨੌਕਰੀਆਂ ਪੈਦਾ ਕੀਤੀਆਂ ਹਨ, ਸੜਕਾਂ ਵਿੱਚ ਸੁਧਾਰ ਕੀਤਾ ਹੈ, ਟੋਲ ਪਲਾਜ਼ਾ ਬੰਦ ਕਰਕੇ ਰੋਜ਼ਾਨਾ 70 ਲੱਖ ਰੁਪਏ ਦੀ ਬਚਤ ਕੀਤੀ ਹੈ ਅਤੇ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਨੂੰ ਹੋਰ ਮਜ਼ਬੂਤ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।

ਸਮਾਜ ਭਲਾਈ ਦੇ ਉਪਾਵਾਂ ਬਾਰੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, “ਮਾਵਾਂ ਧੀਆਂ ਸਤਿਕਾਰ ਯੋਜਨਾ ਤਹਿਤ ਹਰ ਔਰਤ ਦੇ ਬੈਂਕ ਖਾਤੇ ਵਿੱਚ ਸਿੱਧੇ ਟ੍ਰਾਂਸਫਰ ਰਾਹੀਂ ਪ੍ਰਤੀ ਮਹੀਨਾ 1,000 ਰੁਪਏ ਅਤੇ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਦੀਆਂ ਔਰਤਾਂ 1,500 ਰੁਪਏ ਪ੍ਰਾਪਤ ਕਰਨਗੀਆਂ। ਪਹਿਲਾਂ ਤੋਂ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਪੈਨਸ਼ਨ ਪ੍ਰਾਪਤ ਕਰ ਰਹੀਆਂ ਔਰਤਾਂ ਵੀ ਇਸ ਲਾਭ ਦੇ ਯੋਗ ਹੋਣਗੀਆਂ।” ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ, “ਪੰਜਾਬ ਵਿੱਚ ਲਗਭਗ 97 ਫ਼ੀਸਦ ਔਰਤਾਂ ਨੂੰ ਲਾਭ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ ਅਤੇ ਇਸ ਮੰਤਵ ਲਈ ਬਜਟ ਵਿੱਚ 9,300 ਕਰੋੜ ਰੁਪਏ ਅਲਾਟ ਕੀਤੇ ਗਏ ਹਨ।”

ਆਲੋਚਕਾਂ ਨੂੰ ਜਵਾਬ ਦਿੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, “ਜੋ ਲੋਕ ਇਸ ਯੋਜਨਾ ਦਾ ਮਜ਼ਾਕ ਉਡਾਉਂਦੇ ਹਨ ਜਾਂ ਬੇਬੁਨਿਆਦ ਸਵਾਲ ਉਠਾਉਂਦੇ ਹਨ, ਉਹ ਇੱਕ ਆਮ ਵਿਅਕਤੀ ਲਈ 1,000 ਰੁਪਏ ਦੀ ਕੀਮਤ ਨੂੰ ਨਹੀਂ ਸਮਝਦੇ। ਜੋ ਲੋਕ ਗੈਰ-ਕਾਨੂੰਨੀ ਢੰਗ ਨਾਲ ਕਮਾਏ ਪੈਸੇ ਤੋਂ ਹਰੇਕ ਸਮੇਂ ਦੇ ਭੋਜਨ ‘ਤੇ 5,000 ਰੁਪਏ ਤੋਂ ਵੱਧ ਖਰਚ ਕਰਦੇ ਹਨ, ਉਹ ਇਸ ਸਹਾਇਤਾ ਦੀ ਕਦਰ ਨਹੀਂ ਕਰ ਸਕਦੇ, ਜਦੋਂ ਕਿ ਇਹ ਰਾਸ਼ੀ ਉਨ੍ਹਾਂ ਸੰਘਰਸ਼ ਕਰਨ ਵਾਲੇ ਪਰਿਵਾਰਾਂ ਲਈ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੈ, ਜੋ ਤਿਉਹਾਰਾਂ ਦੌਰਾਨ ਵੀ ਆਪਣਾ ਗੁਜ਼ਾਰਾ ਬਹੁਤ ਮੁਸ਼ਕਲ ਢੰਗ ਨਾਲ ਚਲਾਉਂਦੇ ਹਨ।” ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਅਜਿਹੇ ਅਮੀਰ ਆਗੂ ਆਮ ਪਰਿਵਾਰਾਂ ਦੀਆਂ ਹਕੀਕਤਾਂ ਤੋਂ ਕੋਹਾਂ ਦੂਰ ਹਨ।

Today, Bhagwant Mann, the chief minister of Punjab and the national convenor of the Aam Aadmi Party, will travel to Patiala to pay respects at the Kali Mata temple and initiate a number of development initiatives. A Pepsu Road Transport Corporation (PRTC) bus lost control and overturned Thursday morning in Patiala, Punjab. After the bus and tree collided, the tree collapsed on top of the bus. The passengers began to yell.
